The killings in Cavite took place in the cities of Bacoor, General Alvarez, and Rosario.
Rosendo Bulaon, 50 years old, whose name was included in the drugs watch list, was killed in a computer shop.
He was on his was to buy something to drink when he was shot by two men on a motorcycle.
In General Mariano Alvarez town, Ernest and Rona Jacob, a couple who escaped from the armed conflict in Marawi City, were shot and killed by unknown assailants.
A few kilometers away in Las Piñas City, Rachel Fajardo, 32 years old, was shot in broad daylight by armed men on a motorcycle.
According to a report in Inquirer.net, Fajardo was driving a Toyota Vios and was stuck in traffic when she was shot and killed. Authorities are still investigating the motive behind the murder.
The spate of vigilante killings in southern Metro Manila and Cavite come after two police operations last week, one in Manila and the other in Bulacan province, left 32 people dead.
Police officials have yet to issue a statement on the incidents.
Human rights groups say that about 12,000 people have been killed by armed vigilantes or in anti-drug operations, linked to President Rodrigo Duterte’s war on drugs. Although this is a figure that the government publicly disputes.
Despite the fiery debates over extrajudicial killings, sparked by the CCTV footage of the killing of 17-year-old Kian delos Santos, Duterte has no plans of putting an end to the bloody campaign.
“No I can’t back out,” Duterte told reporters on Monday. “Who is in the best position to fight drugs?” he said.
Bill requiring police to wear body cams named after slain teen
A bill requiring police officers to wear body cams was filed yesterday in honor of slain teen Kian delos Santos, the 17-year-old shot and killed by police officers during an anti-drug operation.
According to CNN Philippines, House Bill 6250, or “The Kian delos Santos Body Cam Act of 2017,” was filed by Representative Aniceto Bertiz III of the ACTS-OFW party-list.
“I file this bill in honor of Kian and other minors who perished in police operations so that their untimely deaths will not be in vain,” Bertiz said in a statement.
The bill asks for PHP200 million pesos (USD4 million) for the cameras. The lawmaker said that the technology should help protect civil liberties.
Senator Sherwin Gatchalian filed a similar bill in the Senate last week, according to GMA News. He said that his version of the bill would require police to record the entire operation from deployment until “end of mission.”
Philippine National Police Director Ronald dela Rosa had already said last July that he was in favor of body cameras for police officers.
NGO says at least 27 minors killed in Philippine drug war
According to research by the non-governmental organization Children’s Rehabilitation Center (CRC), at least 27 minors have been killed since Philippine President Rodrigo Duterte began his war on drugs.
A report in CNN Philippines highlighted that children, especially from the poorest sectors of society, are vulnerable to violence related to the war on drugs.
Outrage over the killing of 17-year-old Kian Delos Santos has brought the issue of children and the war on drugs to light after CCTV footage captured the student being dragged by officers to an alley where he was found dead.
According to the report, 20 teenagers between the ages of 15 and 17 have been killed by masked men, in police operations, or by stray bullets. Six kids under the age of 13 and two pregnant women have also been killed in drug related incidents.
Fifteen of the 27 minors were killed in Metro Manila, three were killed in other parts of Luzon, eight in Visayas, and two in Mindanao.
The CRC gathered data from local media reports on drug-related killings starting June 2016.
Despite assuring the public that police officers involved in Kian’s death would be investigated and prosecuted, Duterte said that they will not change any strategy in the campaign against drugs.
“I cannot back down there. If there is a mistake, if I am gone, you try to imagine a scene in which my plane crashes when I go home, who is in the best position to carry out the fight against drugs?” Duterte told Rappler during a media round table.
A senate panel is scheduled to investigate the police operation that led to Kian’s death tomorrow.
